Reflecting on UK rail draft regulatory determination 2024-2029 (PR23)
Last week, the Office of Rail & Road (ORR) published its draft determination as part of the Periodic review process for the next five-year control period.

Much of Mike’s career has been in railroads and he led policy and strategy for the UK’s railway stations as Network Rail’s Director of Stations & Customer Service. His experience includes high profile industry and strategic reviews (Williams Rail Review, Shaw Report, Mexican infrastructure development, Brazilian rail regulation), major programme assurance (HS2), supporting the design and execution of complex transactions (light-rail and rail including advice on UK Government’s replacement to the franchising system) and policy and strategy development for stations (‘Vision for Stations’ for the UK’s Rail Delivery Group).
As UK Managing Director, Mike is responsible for over 200 consultants in three offices across the UK (London, Leeds and Manchester). He is therefore accountable for the strategic development of services and operations across our two UK divisions of Advisory and Planning. Mike also sponsors our pan-company efforts on Research & Innovation and is accountable for our global Marketing team.
